The Collapse of the 28-Point Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the introduction of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of aerial bombardment on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of contrasting events captured the grim essence of the recent timeframe. By day, diplomatic battles are fought: positive announcements are delivered from multiple capitals. Significant resources is expended on restraining certain initiatives. By night, Moscow brutally reminds the world that, for them, military action persists as the primary tool for achieving "settlement".

Nocturnal Warfare

As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability enabled by timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been dispatched to engage hostile aerial threats streaked across the sky – modern combat jets provided to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense thundered: multiple launches deployed against a incoming threat. This was a modern interception technology at work, presumably provided by Western nations. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly transforms into grim resignation: possibly the hostile projectile won't strike its target this time, preventing destruction from ruin and another blackout.

Continuous Dangers

Soon after, a heavy machine gun opened up on a drone in the vicinity, part of a mobile-fire group – probably Western-made equipment. Regrettably, the projectiles didn't strike the opposing UAV – it maintained course toward its objective.

With pauses, this carried on until dawn. Kyiv awoke to the morning news: seven people killed, damage and infrastructure problems in many homes as a result of the night's assault. As always, everyone still continued their routines – enduring hostilities. But those 24 hours demonstrated Ukraine's critical military reliance on external assistance – a dependence that regional partners are clearly incapable to replace in the short term.

Ineffective Peace Efforts

The 28-point plan from American leadership provoked deep reactions, discussion and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new initiative from US leadership unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually achieve victory. This pattern will, certainly, persist.

Political Considerations

It is easy to blame certain parties of persistently promoting Kremlin's demands. But that does not seem to be the whole story. US administration functions according to a principle well known to seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration assumes that it is unrealistic to force Russia to surrender the land that it already controls in Ukraine's southern or eastern regions.

The challenge is that while acknowledging this situation, Washington does minimal to discourage Russia, through statements or actions, from thinking that the status quo will not shift further in its advantage in the near future.

Conflicting Perspectives

Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their incentive to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's government remains highly assured in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding civilians and areas but avoiding a entire defensive failure until conditions improve in its advantage.

Current Realities

Realistically, there are no actual prerequisites for a ceasefire. Now, individual motivations are entering the equation: personal goals to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any plan Kyiv finds unacceptable, so that their attention does not move to domestic problems. And although their objective will now be significantly challenging after recent developments, it remains very improbable that this will change their overall approach.

These opposing factors are driving the talks.

Assessment and Future

It took a mere seven days to kill the proposed articles of the latest plan. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, recent disclosures, all achieved their purpose.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate specific hesitation to change the course of events, if they remain united and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, primarily depend on ongoing international assistance.
